They won't take the quota but this should give Canada a quota in the team event, and they can compete even if they lose this quota. This spot will be given to the next ranked athlete in the WR.

But the question is when the reallocation will happen, before allocation of CQ or afterwards. That could be a big difference. 

If they do it immediately Belgium gets it and frees one spot for Europe iro CQ.

remember the rule...if Canada (or any other Nation) can't start any girl in the 70, 78 or +78kg classes just can't take part into the team event, even if you have a quota place for that...

Spain is having one of the biggest fluke performances ever. I doubt that they will win more than 1 medal in Tokyo.

Attachment is the great fabricator of illusions; reality can be obtained only by someone who is detached.

Canada needs someone in the women's -70kg, -78kg or +78kg to compete in the team event.

Before World Championships :POL Kuczera on 90kg was on place giving him continental quota. Now after that event he still may get that spot?

So, how continental quota spot works? Each country which will qualify by ranking at least one athlete then automatically next best judoka from that nation will qualify as well even if is low in ranking, yes?

Only one per country can gain a continental quota.
