It's definitely final. Only weightlifting (and maybe boxing?) can get excluded at this point.

In that case it'll be difficult for Paris 2024 to to be ranked higher than Tokyo 2020 for me.

There's less events already and without weightlifting, that's one of the most exciting sports gone. Not to mention the quota cuts.
