Chapter F. Reallocation of Unused Quota Places.

the quota place will be reallocated in the respective gender, as follows:

- If the NOC qualified through the 2014 and 2015 IWF World Championships, the quota place will be reallocated to the best ranked NOC at the 2014 and 2015 IWF World Championships, not yet qualified.

- If the NOC qualified through the Continental Qualification Event, the quota place will be reallocated to the next best ranked NOC at the respective event, not yet qualified.

- If the athlete qualified through the Individual Qualification, the quota place will be reallocated to the next best ranked athlete on the Olympic Qualification Ranking List of 20 June 2016 whose NOC has not yet qualified a quota place. In case of a tie, the NOC which participated in the highest number of qualification events will get the quota place.

 

And they did not seem to follow this at all.

If understand then the first reallocation for men should have gone through WC to Japan, Turkey , USA  .. wich would have forced recalculation of continental qualification.

Only at the end of the procedure individual qualification should be looked at as it is for non qualified teams.

I thought Venezuela would qualify through continentals like this instead of individual

It's mainly because of the IWF's decision on the issue of doping to the NOCs.

 

The IWF Executive Board voted in principle about the reallocation of 8 Men 11 Women Quota places available (subject to the approval of the IOC).

In order be fair and keep the balance between continents; considering ranking, universality and countries’ representation, (according to the current standing – subject to changes) the redistribution is as follows:

No, all of the unused quotas have been released, all we're missing is the tripartite quotas (and confirmation of the individual quotas).

 

One thing that needs to update is the 2014 and 2015 Rankings since some nations should lose points due to their athletes being caught doping.

Well, I know that they decided to do it this way, but there was a clear rule how to do the reallocation, so I don't understand why.

 

The rules even mentioned literally that the reallocation of quota because of doping also follows reallocation procedure F.

So it has nothing to do with unexpected issue of doping

IWF disqualified more names from 2015 worlds. out of all positive A samples only one of them (Al-Saleem, KSA) is still undecided. the rest already got disqualified from the results list.

 

In this new list, they disqualified all positives from Kazakhstan, North Korea and Belarus including Kydyrbayev, Uteshov and both Kims from PRK

IWF has updated the World Championship Rankings (subject to the appealing process).

 

Quota Differences

 

Men

Japan +3

Thailand +1

France +1

Moldova -1

Azerbaijan -4 (technically -3 since they already lost one)

 

Women

Ukraine +1

Belarus -1

 

With Japan qualifying their continental quota goes to Saudi Arabia. Note I have not retroactively removed suspended athletes which competed in the continental championships so the quotas may be different. For Azerbaijan they did not qualify through the European qualifiers (and did not change which nations qualified), but they did qualify through the individual rankings (-94kg, 12th place) which they will then proceed to lose due to IWF's sanction.

According to this research 43% of the neutral statuses issued by the IFs were fake AIN  - https://razom22.com/neutrality-research/  And the figures are based on the IOC decisions - not on the evaluations by Ukrainian NOC or sport ministry. Right now the situation is absolutely unclear. As usually )) Some notes: 1. Russians will not reject quotas for 2026 as they did for 2024 in judo and wrestling. 2. AINERP may be more loyal to russians due to the new member - Watanabe. His federation issued AIN status to Melnikova who took part in the primaries of the russian ruling party, had phots with Z and e .t.c. 3. I do not expect a lot of reallocations becaues of the total small number of the rus/blr athletes in qualification events right now. 4. BUT, even with these small numbers we see that FIS allowed to compete several incompliant persons.        Short notes from the IOC statement before Paris - 2024:   1.     • I would say they will not be eligible. But it realy abotut the wording every federation has in its papers. World Aquatics changes their policies several times (especially after Mazepin "solved the issues" persoanlly - as witnessed one russian Olympic champion)   Inoirtnat notes on FIS decisions:   FIS points are frozen for ruissns and belorussians - so the situation is not so complicated for a lot of them. The list of the AIN`s is not final as the list from ISU was. It means that persons mau be not only removed from the list but added as well. I expect russians to try some freestyle applications before the stage in China, for example. FIS has not problems with the deny of visa or entris by the host countries. So they kept the possibility to close the doors for the russians for all the countries as ICF did. No sanctions for this, no removing events from the Olympic qualification list, no host changes,   * * * * * Here is the the relevant extract from FIS papers for Aerials tram event. What do you think?
