Ukraine competes here in 58kg but they already won quota in European Qualifications. Does that mean they refused quota and Moldova gets EQ quota?

Wow, that's really weird because as far as I know quotas are going to nations and not to specific athletes!

 

Maybe their European qualification athlete falled on doping test.

Actually, for wikipedia, the quota was absigned at Herkel and i haven't read any news about that

From qualification system... It makes absolutely no sense. European quota should go to Moldova then but Moldova also competed here!!
