Interesting, considering the qualification document says the host quotas would be reallocated at the finak qualification event

Indeed, that what the original document said... but it seems that World Rowing changed the criteria at the time around this event and the new version of the document reallcoates the host quotas to the Latin America regatta.

Looks like Qatar might qualify a female rower. Iraq might grab the men's quota after missing out in 2012. Samoa and Vanuatu look the best for the race for the tripartite quota.

I don't think Thailand can do that.
