Sure, but in which sense can WADA regulations override law? It's not dissimilar from criminals, convicted or not, often being named Firstname A. or Firstname X. instead of with their full names. It would be worse if they actually avoid bans, but that doesn't seem to be the case here.

They can't but they can make Germany non-compliant until Germany resolves the conflicts between domestic law and the WADA code. Depending on the circumstances of the case non compliance can come with some pretty tough consequences including being banned from hosting any international competition that falls under the WADA code and/or being banned from competing at international competitions that fall under the WADA code. 

 

WADA isn't without tools to impose their will but are they willing to use them against an influential Western nation? 

 

What Germany is basically doing is handing out silent bans; something that has been a bit of a conspiracy theory in sports for a long time Germany is actually doing.

Of course not but they'd do it to a less influential country in a heartbeat. 

 

A different possible consequence they could impose is handing control of some of Germany's anti-doping responsibilities to another organisation. Relevant part of the code (below) even mentions Germany's situation where legislation is impeding application of the code but still recommends the nuclear option if even this is prevented by legislation.

I guess, but if nobody is noticing then the athletes concerned can't be working at a very high level.  A couple of years back I went through 's doping list and it was pretty much all nobodies - boxers with more losses than wins, part-time rugby players, and generally guys who were making more money working as bouncers or bodyguards than they were out of whatever sporting body they were registered with.

Tbh the article says he was suspended in February, so if anything he can be a example of the fact that an high level athlete will be exposed in a relatively short time anyway. Is there any German elite athlete that has gone suspiciously missing from competitions for a couple years?
