But NOCs already confirmed places with CQ also.

Based off the qualification document, final places are confirmed on 2nd July with reallocations taking place before that date if possible. The qualification period may have ended on 23rd, but that doesn't mean all the athletes qualified on there will go to the games. The NOC's in question will know this and will only be able to provisionally qualify their athletes.

All NOCS get information with OQ and CQ gained. And all of this NOC  should confirm this places (like Poland Kuczera's CQ place).

After this date on 3 th july IJF will start reallocations.

In your way the allocation process will be complicated.

25 June 2024 Publication of IJF World Ranking List of the Olympic Qualification period.
IJF confirms in writing to the NOCs the quota places obtained.
The Tripartite Commission to confirm in writing the allocation of Universality Places to the NOCs
2 July 2024 The NOCs to confirm to the IJF the use of the allocated quota places.
3 July 2024 IJF to reallocate all unused quota places
6 July 2024 The NOCs to confirm to the IJF the use of the reallocated quota places

I interpret it differently, but either way both ways sort of work. Once I get back from darts I post the reallocation the way you describe it, that way we have the simple and complicated ways. Will be in a couple hours though.

Based on what @Adriano and @phelps have said, here are 2 other perspectives of how the Russian quotas could be reallocated:

If the quotas are reallocated via direct rankings:

Women's -48kg: :AIN Sabina Giliazova reallocated to :ISR Tamar Malca

Women's -52kg: :AIN DNQ

Women's -57kg: :AIN Daria Kurbonmamadova reallocated to :UZB Shukurjon Aminova

Women's -63kg: :AIN Dali Liluashvili reallocated to :UKR Krystyna Homan (Continental Quota - Women's +78kg)

Women's -70kg: :AIN Madina Taimazova reallocated to :POR Tais Pina

Women's -78kg: :AIN DNQ

Women's +78kg: :AIN Elis Startseva reallocated to :DOM Moira Morillo

Men's -60kg: :AIN Ramazan Abdulaev reallocated to :ITA Andrea Carlino

Men's -66kg: :AIN Murad Chopanov reallocated to :TUR Muhammed Demiral

Men's -73kg: :AIN Makhmadbek Makhmadbekov reallocated to :CUB Magdiel Estrada

Men's -90kg: :AIN Mikhail Igolnikov reallocated to :GER Eduard Trippel

Men's +100kg: :AIN Inal Tasoev reallocated to :SLO Enej Marinic

If the quotas are reallocated the same way the returned quotas are then the following 12 athletes would replace the 12 :AIN

:MAR Achraf Moutti (Men's -81kg)

:SWE Ida Eriksson (Women's -70kg)

It's a mistake in men's -60: MGL had already a quota with Ariunbold ENKHTAIVAN, so next in ranking is QUVATOV (TJK). He is in Continental Quota list; next one is Carlino (ITA).

You are right, my mistake again. Both the above lists have now been updated.

    • The women's weights are okay given the distribution of competitors. The men's weights are definitely underweight. Adding 2-3kg in each event would make it more balanced.
