If I read that correctly, (and by read it, I mean Google translated it correctly) there is budget allocated by central government for cycling as elite sport and applications for support can be submitted and approved by the minister. 

 

Does that mean that the Polish track cycling team applied for financial support and were rejected?

Great qualifying run from  with a 03:47.097. That's going to take some beating in this field but probably would be 3rd/4th at an Olympics if the times from Tokyo are anything to go by.
