It happens because high and cold mountains are close to considerably warmer sea. And that is especially crazy under the Velebit mountain.

 

Official strongest measured gust was 248km/h. However, there is also an unofficial record of 307km/h from 2003. It's unofficial because instruments that measured it were not designed for such strong gusts.
