Not only Victor, but any athlete from USA is ineligible at men's side.

 

There's a rule that every country only can get its second quota through OQS.

Pretty significant delegation increase for :ESA

 

:BER:BOL shrinking by a few, which I feel is more common amongst the “smaller” NOCs this cycle.

I suspect budget, but :BAH competed at the CAC games, so why not Santiago ?

She finished towards the back of the pack, so maybe cost-benefit (medal possibly) analysis.

Both Bermudan and Trinidadian riders who qualified are Europe based so likely their federation refused to pay for the whole trip.
