If its 11*22 teams that's the total quoted in the document.

 

Also a total of 339 events and 11k athletes scheduled for Tokyo.

 

Agenda 2020: max 10.5k athletes + 306 events (lol the difference is quite big).

They had to be compensated for losing 200+ for Rio and now +105.

Quite disappointing to see them keeping synchronized swimming intact, while reducing from swimming/water polo. This goes to show you how dumb these people are.
