In fact not nations but athletes with one quota per nation available at this competition. Quotas are allocated to names.

Correct. The one quota per NOC is a new rule, this is to prevent a few nations from hogging the continental quotas. It's a bit ridiculous that Asia still gets 5 quotas, but Kyrgyzstan will be happy.
