Portugal, Costa Rica and Colombia are the best though, basically every year some high-profile (for that race) rider is caught  

 

Also: the by far highest number of doping controls is presumably done in the Tour, followed by the Giro. Yeah, you're gonna get a higher number of positives then. No way in hell the Vuelta is that much lower
