Allowing covers of any song will reduce the musical variety of this contest as anyone can reproduce classic songs and claim them to be from your country!

After winning the inaugural WINTERFEST last year, Antarctica was once again the winner. Although, unlike the last year's WINTERFEST when Antarctica won by a whopping 94 points margin, the 2016 WINAC (short for WINTERFEST Annual Contest) was a much tighter affair. Well, some rumours say that Antarctica intentionally turned off the power because they needed time to alter Lapland and Mongolia's votes in their favor!

That would be a scandal if true. Plus some sceptics also suggest that they arranged for the 1 point margin of victory as a sign to TISC.... sort of an "anything they can do we can do better" kind of approach. As usual, reporting of this event is so hard to come by.
