I believe the IOC will allow tennis doubles teams of Russia and Belarus players at the Olympics, plus Russian and Belarus players are allowed to enter doubles teams into ATP and WTA tennis competitions, which are technically Olympic qualifiers. I don't see how this is any different. The Russia/Belarus ban is on team sports and not necessarily all team events within sports that include both individual and team competitions.

If there are no Russians in gymnastics, track and field, swimming and team sports, and it certainly looks that way, then more media may flock to tennis for the inevitable Russia/Ukraine storyline. I could see Daniil Medvedev, Aryna Sabalenka, etc., not wanting to deal with that -- on top of the drawbacks of no rankings points and playing a clay tournament during hard-court season -- and skip the Olympics altogether. 

China's selection policies as their written rule it out (last trials meet is before his ban ends and they're saying they won't put anyone on the team who has served a doping ban, though I suppose the latter could be legally challenged). But it is China, so you never know.
