In any case I highly doubt Japan has only 35% people that take vaccines. Also, below it says 7% choose to not vaccinate their children in Japan. That seems like a very low % if it actually was that literally only 35% of people there accept to vaccinate at all.

You don't need to vaccinate every single person to end a pandemic. Those percentages are still insignificant for this purpose.
