Expand Argentina got its quota from the Czech Republic (Spain declined while France's athlete is already qualified in the K2 1000m). Spain's unused quota really should have gone to Sweden in the K1 200m and if Sweden declined it, it should have gone to Russia in the K1 200m and while that would mean Russia has two kayak men quotas, neither of them competed in the K2 1000m so the whole "athlete qualified in another boat" thing won't count. While it doesn't mean much in terms of number of athletes, it's significant because athletes must compete in the boat their athlete quota was qualified in.
