It's Aleksandar Milenkovic, I guess he's there as their coach (I've seen his name appear many times in the past months, and now it suddenly makes sense after you asked this and I noticed the Chilean logo  ).

I think he is also the coach of skier. He is like one of those small nations coaches, like that one coach in skeleton whose name I can't remember right now.
