Which is a problem for the women, since the by far strongest athlete in the race has bad FIS points, because she barely competes in FIS races and is a World Cup level biathlete.

also the qualification race is only for the Distance events, right ? I mean everybody is allowed to start in the Sprint I believe ?

That is correct. The sprint qualifying is the one race where, as an athlete from a 'lower' level, you are sure you'll compete directly against the very best in the world :d

As for the others,

No chance of qualification - :ISR:MAS:TAN:TTO:VEN

Could go either way - :ECU:PER:POR

 

Everyone else should be safe to go under 300 pts (at least in one gender)...

They are eligible to fulfill a quota, but a quota for an NOC first needs to be earned, with the basic one being earned by having an athlete get under 300 FIS points at these world championships.

 

A country can have 50 eligible athletes, if they don't have a single quota that won't help much.

“D.1. Basic Quota
Within the maximum of one (1) athlete per NOC and per gender the basic quotas will be assigned as follows:
D.1.1 Basic quota male
The basic quota for one (1) male athlete will be assigned to all NOCs who have at least one (1) male athlete scoring less than 300 FIS points (including penalty) at one (1) individual competition held at the FIS Nordic World Championships 2021 (including the qualification race) or at the FIS Under-23 World Championships 2021.
D.1.2 Basic quota female
The basic quota for one (1) female athlete will be assigned to all NOCs who have at least one (1) female athlete scoring less than 300 FIS points (including penalty) at one (1) individual competition held at the FIS Nordic World Championships 2021 (including the qualification race) or at the FIS Under-23 World Championships 2021.”

 

What you’ve posted are the additional criteria skiers must meet in order to fulfill the quota they earn in D.1

I guess we are right around the 30th place in both genders so this event could be crucial.

World cups count towards the Nation Ranking too? I don’t get why we did not send anyone this year to the WC races. 
Anyway the new system is clearly in favor of the power houses, something you can observe in all sports.

World Cups, World Championships and U23 and Junior World Championships. Yeah now that you mention it, Croatia isn't even in the women's ranking at all...(yet, of course)
