It's actually not that random that she (and some other brazilian athletes) only appear in Olympic season. Concentration of efforts (i.e. money) goes only for Olympic qualification, while in other years the support is pretty low, meaning they can't really participate in most competitions. She even had to launch a crowdfunding in order to buy better outfits (later some company gave them to her). This goes the same way for most of the non-traditional winter nations, which olympic qualification seems to be the main goal. For good results, though, this has to change, obviously. Not sure how it's for the ice sports federation, but as for the snow sports one in Brazil, funding is even a huge problem in the Olympic season itself, where athletes have to pay a certain - large - amount for the season (to the national federation), which can be made smaller by reaching certain criteria. So yeah, it's understandable to not see them as much as those of the big nations.
