I refuse to believe this is how many athletes  would have through qualification events/rankings, surely some sports aren’t sending any athletes/athletes to qualification events?

I wouldn't worry, considering that Cuba is not really missing, but more like just never there  

 

Don't mistake the University Games for a significant junior event, since lots of quite decent sports countries simply don't really have a university sports system and so don't really perform (or even appear) at events like this  

 

I dare say is a decent country in sports, overall certainly top-20, but entirely invisible in university sports (and I don't think anyone really knows it's going on).
