This should make you think twice about true russian intentions. Maybe after today's attacks doubts are even smaller by at least some of you. Russia is only playing with the world, they don't care, it's all just a plan of their ironic approach to any basic values. They are also only playing with ioc, even in this situation.

I see no reasons why russians can take part in the Olympics at all

I'm now being told that that "the Russians may not even withdraw in time and just ignore the IOC on the formal side"

 

I admit I don't know what that exactly means.

I admit I don't know what that exactly means. 

The same is with C2 etc. The only thing that went crazy is Russia, really. After today, especially after deliberate attack on childrens hospital (cancer type too) Russia should be expelled from ioc for many years. As i wrote earlier we know them the best. Believe me, fact, not opinion. And all of this is just a kind of fun / play for them, i assure you. Sick minds.  And this is this difference with Israel etc. Everywhere else there is some basic hint of basic rules, values. Only Russia plays on purpose without any human rules.

Not withdraw and not show up. Essentially a big fu to the those who could have been reallocated quotas

This is kind of sick language of war propaganda country. Sth like in Germany in 30s. Unreadable b...shit, especially that right-wing didn't come to power. Sth like double-thought in amazing 1984 (dwumyśl in polish translation)...book about Russia in fact.

Short notes from the IOC statement:

 

1. Decisions to reject quotas are final.

2. Decisions to approve quotas are not final - new facts may lead to the rejection of invitation.

3. Decisions cannot be appealed - NOCs were not invited to the Games, so it is a good will to invite individual athletes... or not

4. Unused quotas will be reallocated to another NOCs (not to be sunstituted by another AINs).

 

Empty lines in the IOC Decision column means no decision yet.

Reallocation to another NOC means that IF has to reallocate this quota to another NOC (not AIN) according to the IOC decision.

The most probable reallocation is mentioned in the table.

Remarks:

* - quota should go to JO Seongbin but :KOR has selected its maximum number of participant and it is unlikely that IWF or NF will revise that selecion. Thanks to @Jan Linha and @phelps

 

** - important precedent was found by @Faramir to show alternative way of reallocation supported by @Art Art:

a) at a single tournament - quota goes to the first eligible athlete at the tournament where it was won by AIN, not taking into account those who won quotas later

b) chronologocally - tournament by tournament - with cascading redistribution of quotas, taking into account those who won quotas later and redistributing their quotas from later tournaments.

 

These alternative ways are show in the table only for the quotas determined to the reallocation by the IOC.

 

*** - thanks for @mard0n , @MantaRaymarc , @Jan Linha @Майкл. It looks to be the first reallocations confirmed by NOCs

 

**** - Alina HRUSHYNA AKOBIIA has priority for this reallocation but she has another reallocation spot from European qualifier which took place earlier

[7] - the IOC invited the athlete, but the quota was rejected by the NOC of belarus https://wrestling.by/news/lish-odin-belorusskij-borecz-primet-uchastie-na-olimpiade

[8] - quota declined by russian judo federation. Waiting for official confirmation

[9] - quota was accepted but later declined by russian wrestling federation. Waiting for official confirmation of rejection from each athlete

can you mark where reallocation is confirmed and where is not.

And there is no tennis in the table. There should be reallocations too as not all athletes accepted.
