Has anyone ever heard of athletes from their country being obligated to hand in the results of a massive list of blood tests before the Olympics (as in, even if you qualify, you can't go if you don't comply with that), not only including values of certain minerals and whatnot, but even including tests for - I kid you not - HIV, hepatitis A, B and C and, yes, syphilis?

OK, I'm sure that this isn't anything to worry about.  California is one of the richest places in the World.  It's not like it's crammed full of penniless unwashed homeless people, or piles of discarded trash or infested with rats or any of the other typical vectors of rapid transmission of the Black Death.

I've seen warnings about plague transmission posted on trails at higher elevations in the Sierra Nevada, so it's not something out of the blue or extraordinarily uncommon. In fact, there's an average of around seven human cases of plague a year in the United States (mainly focused on areas West of the Rocky Mountains).

Yeah.  Although rats get a bad name, it is actually prairie dogs/marmosets who are the prime incubators of the fleas, and rats are the cheap motels of the flea world.
