Because it's 2018-2019 and 2019-2020 - look into the Olympic qualification system. And the Apparatus World Cup and Overall World Cup seem to be two different competitions.

So the '2019 World Cup' doesn't exist and Cottbus is actually part of next season?

According to Olympic qualification system there are Apparatus World Cups 2018-2019 and 2019-2020 both starting in November (2018 and 2019 respectively) and All-Around World Cup by calendar year.
