Olympic Games 2030: A historic Memorandum of Understanding in Vancouver

This Friday, the prospect of a new Olympic and Paralympic bid in Vancouver (British Columbia, Canada) took a new turn, with the signing of a Memorandum of Understanding between the representatives of the Indigenous peoples of the four First Nations and the Locally elected.

Lhe health crisis linked to the Covid-19 epidemic had until now seriously hampered the establishment of a possible candidacy of Vancouver for the organization of the Winter Games of 2030.

In recent months, and despite discussions within the Municipal Council of the main city of British Columbia, in Western Canada, the status quo prevailed , even if the association with the four First Nations had was mentioned as a prerequisite for setting up a project around the Host City of the 2010 Olympics.

However, things accelerated with this week, the crossing of a decisive milestone for the rest of the Olympic and Paralympic adventure.

This Friday, December 10, the Indigenous representatives of the four First Nations - Lilwat, Musqueam, Tsleil-Waututh and Squamish - signed a Memorandum of Understanding with elected officials from Vancouver and Whistler to establish an Exploratory Committee for a candidacy. .

The said Committee will be directly steered by the Indigenous representatives, a sign of the parties' desire to achieve the best possible success in setting up a project designed around the sustainability and optimal reuse of the 2010 Olympic venues with increased participation of the First Nations in preparations.

As the Mayor of Vancouver, and supporter of a new candidacy, Kennedy Stewart, pointed out in this regard:

This historic partnership is the first step in exploring something unprecedented, creating the first-ever Indigenous-led Olympic and Paralympic bid.

As a City of Reconciliation, Vancouver is honored to be invited with Whistler to support the Four Host Nations in this process and to demonstrate what true reconciliation with Indigenous peoples can look like .

In the same state of mind, Dean Wilson, Chief of the Lilwat Nation, considered that the process initiated already represented an evolution compared to the candidacy and the organization of the Winter Games in 2010 for which representatives of indigenous peoples had been invited.

As he said:

The participation of Nations in the 2010 Games as a bid partner had been revolutionary.

With this announcement and our desire for this to be the first Indigenous-led bid for an Olympic Games, we continue to lead the way in Indigenous participation in major events .

At present, discussions will continue, with the integration of the Canadian Olympic Committee (COC) and the Canadian Paralympic Committee (CPC) around substantive work.

The conclusions of the feasibility study, which will have to consider the advantages and weaknesses of a project for 2030, could then be released by July 2022 according to the Mayor of Vancouver.

It will also be necessary to bring together in the same spirit of cohesion, the provincial authorities of British Columbia and the federal authorities of Canada. The sustainability of such a project can indeed only be ensured by fruitful multi-party negotiations, unlike the Calgary 2026 candidacy which revealed some pitfalls in this area before being rejected by public opinion through a citizen consultation .

Popular support will also be another challenge for supporters of a Canadian candidacy when doubts have arisen. In a recent survey , only 43% of the inhabitants of the Western Province of the country declared themselves in favor of such an enterprise, even though they were 60% to share this opinion in January 2020.

Beyond that, Vancouver will also have to manage to catch up with cities like Salt Lake City (Utah, United States) or Sapporo (Japan) , which are already at an advanced stage of exchanges with the International Olympic Committee (IOC). , one being officially in the race for the Games since 2018, the other being eager to take up the torch of the Games in Japanese territory after the organization of the summer edition of Tokyo 2020 .

OG 2030-2034: USOPC suggests that the 2030 edition could be privileged

Announced in 2018 as an official candidate for the organization of the next edition of the Olympic and Paralympic Winter Games, Salt Lake City (Utah) has yet to position itself on the most appropriate deadline. ATsummer 2028, Los Angeles (California) will host an edition of the Summer Games for the third time in its history. Less than two years later, in 2030, Salt Lake City could host the Winter Games for the second time, after the 2002 edition.

If the timing between these two deadlines can logically challenge with regard to the complexity of stringing together the implementation of such events, both in the preparations and in the installation of a marketing strategy likely not to harm one or the other. the other of the two aforementioned American cities , the USOPC has been working for several months to bring all the parties together around the table.

Because if the institution of Colorado Springs (Colorado) remains the decision maker of the choice of candidates and the opportunity to target a particular edition, the association between Los Angeles and Salt Lake City has always been a priority for American leaders .

As Suzanne Lyons, President of the USOPC, said:

We are probably in contact with Salt Lake City and LA 2028 every day if not even several times a day.

I would say LA 2028 is very willing to work very closely with all of us to see if we can find a way, so that we can be able to host these two editions of the Games and make it work financially and logistically.

It would be the first time that a country has tried to organize two editions of the Games in a row. It's quite complicated from a business and logistical point of view, but if we can do it for 2030, I think we would be the happiest .

Although not yet official, this positioning of the USOPC confirms more than ever the status of favorite of Salt Lake City in the quest for the 2030 Olympics .

For further proof of the interest probably more focused on 2030 than on 2034 at this stage, those responsible for the American candidacy unveiled, Monday, December 13, a provisional budget with a calculation taking into account inflation by 2030.

The Salt Lake City project would thus require some 2.2 billion dollars (1.96 billion euros), with operational expenditure projected at 1.75 billion dollars (1.56 billion euros), and a fund dedicated to the legacy of the Games in Utah to the tune of $ 250 million (222.4 million euros). To complete this package , an envelope of 200 million dollars (177.92 million euros) is also advanced by the project leaders to compensate for any cost overruns, knowing that the concept is still largely based on on sites already used during the 2002 Olympic Games.

On this last point, it should nevertheless be noted that the investments relating to the renovation, upgrading or development of infrastructures were not specified and therefore do not enter into the costing presented at the beginning of the week.

As noted in your first article, there's still a lot to be sorted out with the USOPC regarding LA2028.  If Salt Lake had their way, they'd be bidding for 2030 without hesitation.  They would have bid for 2022 if the USOPC had left them.. wouldn't that have been something.  More important to Salt Lake to host sooner rather than later so their venues don't age anymore than they already have.  Probably would be better for the USOPC to have them target 2034, and same goes for the IOC since they have yet to award TV rights for 2034, so the value of those would obviously go way up if they were selling a US host.  That Salt Lake is preparing for 2030 is simply a factor that it comes before 2034.  Easier to plan for that and reset the numbers for 2034 than to do it the other way around.  And if the IOC is left without another solid bidder (which they might be if Sapporo doesn't have enough public support), then SLC can save the day for 2030

They need someone to host 2030.  Vancouver doesn't seem to have their act together.  Salt Lake is there, but there are sponsorship issues to have that so soon after LA 2028.

 

And besides, no one would ever assume that the IOC had their mental faculties, so this seems perfectly in line with their total lack of overall awareness

I'm sure they can find someone in Europe for 2030. Spain and Andorra could host by themselves, they don't even need France in that bid. Weren't Norway wanting to host at some point?
