Probably chemistry. Molteni and Gonzalez compete together on the ATP tour, and they’re one of the best doubles teams in the world.

Because of the 6 max of the same gender rule. Argentina will qualify 4 individuals at 100% (we have 7 players in position for the 4 quotas). And then, we have to choose 2 for the doubles.

It is a very interesting thing what is happening with us. We have to choose 2 and we have 3 players. For one side, Zeballos, who is the number one in the world, and plays with spaniard Marcel Granollers. Both are in a great form, they became number one last week.

For the other side, we have the duo of Andres Molteni and Machi Gonzalez, ranked 15 and 18 in the world. The duo ended 2023 playing the ATP Masters (meaning, inside the top 8 doubles team of the yearly season), and this months they are still in a great shape, winning the ATP 250 Cordoba Open and the ATP 500 Barcelona this year.

Argentina's coach has to choose between sending the N°1 player with either Gonzalez or Molteni (and dissolve the couple) or sending both of them without Zeballos. Zeballos already played the Tokyo Olimpics with Molteni and lost in the first round against the Brits J.Murray and Skupski.

A very though choice but ended up with the current number one of the rankings without a new olympics for him.

Is it not possible to relinquish a singles quota for another doubles player?

I think they could and should.

Zeballos could play with one of the other single players.

Wouldn't that increase the number of doubles pairs beyond the limit?

Well not necessarily; Zeballos is surely one of the 10 doubles players with a secure ticket, if his NOC nominates him.

Plus ITF and the IOC rarely respect the quotas.

AAT already announced they're taking all the singles quotas.

It's probably payback for him skipping Davis Cup the last 2 years.

If he's skipped the Davis Cup the last 2 years, he might not be eligible anyway. Part of the eligibility criteria is the following:

Quote

part of the final nominated Davis Cup or Billie Jean King Cup team, and present at the tie/event (National Representation) on a minimum of two (2) occasions during the Olympic Cycle, provided that one of those occasions is in either 2023 or 2024

The ITF can waive that if they want to and declare him eligible but if your NOC doesn't want to nominate him anyway it might be a moot point.
