Not sure how it's for the ice sports federation, but as for the snow sports one in Brazil, funding is even a huge problem in the Olympic season itself, where athletes have to pay a certain - large - amount for the season (to the national federation), which can be made smaller by reaching certain criteria. So yeah, it's understandable to not see them as much as those of the big nations.
