  19. Looks like Syria withdrew. Probably they want to limit their focus on Rabat qualifier, even if they don't stand much of a chance.

  21. Well, they qualified in both, and now their nations have to return one of the places. I guess this decision was made so that schedule of events does not influence quota allocation.
