5) Russia - Iran - Cuba - Mexico

6) Canada - Argentina - Finland - China

Actually,this system is fair unlike previous editions.

The system per se is pretty fair, European fans will likely still complain but this group distribution that is bad for them is due to (in great part) pure luck.  

  

Or maybe FIVB planned to make 6 groups because they knew beforehand the ranking distribution would be like this?...

I would agree about this "pure luck" if rules of making new ranking was established before first of tournaments where teams could get points, not after last one

"The FIVB will announce the respective organisers later this month".

It also says that the European Qualification Tournament (January 2020) will consists of 8 teams: host + best 7 teams of the European Ranking released after EuroVolley 2019.
