No. They are playing as Great Britain. England by itself is not part of the IOC and cannot compete at the Olympics.

Strange situation , England goes to Tokyo while the  team will be GBR so some Scotish players will join even if  Scotland is not qualified

What is a difference between men and women team, as women can play under GB unlike men?

Internal rules, nothing more. Like in curling for the winter olympics, Great Britain is rappresented by Scotland

The difference is, that the British federations (England, Scotland, Wales and Northern Ireland) came to an agreement regarding the women but not regarding the men.
