Benolympique this NOC's website is beyond useless. The only thing I've been able to find is a news agency report from the country. This refers to 17 berths but I'm certain that they are counting the fact that their swimmer has qualified for two events as separate "berths". I think we can be pretty sure their number of athletes is 16 which is how many they actually name.
