:EGY men team (all 3 events) would be able to qualify even with the previous rule (rare chance to miss) , but women will make use of this rule for sure.

:ALG Sabre women team would have a good chance too.

This is horrible, previous rule was a huge push for African teams to qualify, and I believe it should be between 5th and 12th place, because 12 teams is on the good level in almost every weapon, and with that European fencing will suffer for sure because 1 or 2 more deserving teams will stay at home

I'm of the opinion that all Olympic events should have at least 12 entrants (if you can't justify 12 entrants then you shouldn't be an Olympic event), but given we don't live in an ideal world and athlete quotas force some events to have less then the best thing they could do is remove the guaranteed continental participation requirement.

 

Top 16 was an okay compromise, top 24 won't exclude anyone unless the continental championship was cancelled.

Some European nations are trying to suggest this modification, but no luck so far. Unfortunately, the pre-approved version of the qualification process last year kept the order of top4  and then continental quotas.

 

Imagine if Egypt manages to make it to the top 4, which might be possible in men's foil, and we have a second African team at the Olympics with an incredible low level instead of Hong Kong or China...

look at this story:

During Paris qualifications the Egyptian Federation was criticised by women teams and players that there is no spending, practicing, training camps .. etc .. how can we qualify 

 

Egyptian Federation mind set was saying.. why should I spend money and you are going to do rubbish anyway 

 

But.. qualifying with a full quota is better for the federation.. better propaganda and funds

 

here is the compromise proposal.. you will qualify if you just win the continental championship .. the federation will not spend much money.. but will get the credit
