Measuring in ten thousandths of a second is impossible with current measuring accuracy, since you'd also need to be 100% sure that the pool has the exact same length of all sides, correct to the 0,0001 millimeter or something and that's just not possible. There has been quite a lot of research on how accurate timing can be, because timing with more numbers behind the comma doesn't automatically make it more fair.

I don't think a luge track stays the same after every run, and still they use milesimals. If they can send a man to the moon or potentiate the force of atoms to obliterate humanity, sure they can come with a gadget to make this possible.
