Correct it goes to the next highest ranked athlete in the respective event unless the event has less than 8 entrants then it will be transferred to a tripartite quota. I think that tweet confirms UWW will accept the quota unless the IOC completely bans Russia/Belarus. World Rowing was probably taking a more cautious approach. They have to reallocate this quota on the 8th of October. They rejected clear photo evidences of war-support by Sidakov, Ugujev and Sadulajev.
