Only the medalists can win quotas at the World Championships. For some reason UIPM decided that they will use world ranking for the reallocation, not the WCh results.

I think the reason is they put everything to ranking (a little bit like FIH) because some countries could have chosen a rivals for their athletes by choosing their own athletes.
