Not necessarily. World Archery has a long tradition of allowing everyone who qualified to compete, no matter how far they are from MQS.

From the qualification document:

Additional IF Eligibility Criteria:

To be eligible to participate in the Olympic Games, all athletes, including those receiving Tripartite Commission Invitation Places, must have achieved the following Minimum Qualification Score (MQS) between 1st day of the World Archery Championships 2019 and Final Entry by name at a World Archery-registered event.

- Men 70m round 640

- Women 70m round 605

 

World Archery (“WA”) will review the scores of all entered athletes to verify that they have achieved the abovementioned requirement. The World Archery Executive Committee will make the final determination on the eligibility to participate in the Olympic Games of any athlete who has not met the MQS at a World Archery registered event but can demonstrate adequate proof of reaching the MQS. This process will be completed by (insert date).

 

So what I understand from some of you, users, the WA Executive Committee will not be too strict when it comes to smaller nations, or more precise, developing nations in the selection process, if athletes from these nations have met other qualification criterias.

Pretty much, the rule is mostly there to prevent nations from choosing a relatively weak archer over someone that is better.
