I must clearly disagree with this, that the race was in no way irregular. We have had much worse races in Oberhof, or the women's relay in Antholz 2015. 
It was really critical only at the fourth shooting, but even there athletes have shown that it was controllable. Otherwise wind is just part of it, we are not an indoor sport.

Many nations, including the Germans, also simply lost it on the track.

Romania in 8th place is the best result for us since 2009 when Eva Tofalvi was 7th in the individual race.

Exactly. French always train shooting in the wind & it shows. It’s like football teams that don’t train penalty shootouts & wonder why they keep getting beaten.

Biathletes not training shooting, football players not training penalties, it's like tennis players not training the serve or hurdlers not training the hurdles
