Is it really ok for the GK to keep the ball for 7 seconds like Palicka did in the end of the game? Love that Sweden won but I’m confused about the rules,

It's a gray area. The ref blows the whistle at the 2 second mark due to delay of the execution of the goalkeeper throw. After that he has 3 seconds to throw. It could have been done a bit earlier, but I guess it wouldn't have made much of a difference.
