Its too late. The accreditation system is closed

They were scheduled to compete in short track and possibly figure skating.

  will host the African Youth Games 2018 wich is qualifying to the youth Olympic games

29 nations (a record high) will compete at the 2017 Asian Winter Games.  Iraq and Cambodia were scheduled to compete in skating disciplines but were not approved by the ISU, and Afghanistan indicated early interest but did not enter a team. Also missing is Uzbekistan, which is interesting.
