They really have such rule and they first refused quota....then on FB and other sports pages people complained how decision is unfair and they had to ask FINA to get again wild card in swimming

Oh, I thought that was some alleged IOC rule, and not Macedonia's own rule.

 

And it's a stupid rule btw. They basically say to their athletes with Olympic experience: "No, you can't got because you already did.". This rule could just cause early retirements and overall weaker teams...
