Exactly, it's quite difficult to predict the qualified athletes. Despite the fact I think this @Josh's list is very precise, I can't take out some athletes like Kemp , Barton , Resano ...
And we can have some surprises. Last ISA Siqi Yang finished close to TOP 30. I was shocked with her performance from a Chinese athlete only 14-years-old. Now, she will compete again, and I could bet that she is gonna bother so many favorites.

I prefer don't haha. Because I cant control myself when I am doing these lists.
But, I'd say there are a lot more athletes who I would add to it haha
As for the Teams Quotas. I think are the favorites to get any of these quotas.

The thing with this event, and the whole sport of surfing for that matter, is that it's so unpredictable and wide open that half the entries in each category have a realistic shot at getting a quota.

There isn't so many changes in terms of countries.
Sky Brown will compete for , it's gonna be a huge opportunity to see her level against the tops.
Toledo will take part, even after his annoucement about the season off at WSL
is renewing its team, there is even a 14-years-old boy.
If I am not wrong, and have the oldest athletes at this event. An 42-years-old lady for each
gave up of its women's team, sending only a 14-years-old girl.
is not counting with Jesse Mendes, a Brazilian athlete who got an italian citizenship to compete for them
recruited Connor O'Leary to its team. He competes in CT under flag, but always with a Japanese flag on his shoulders. It's interesting, I didn't know about his move. Seems he saw his chance to take part at Olympics, using the third Japanese quota, wich is already granted.

It started because of a problem that happened during the last election. It is complex but the votes for president come from Clubs (First and Second Divisions) and Federations from each Brazilian state. The votes from Federations have a bigger weight (They worth twice or three times more). Seems something didn't occur correctly during the election in 2018, and since then there is a burocratic dispute for the throne.
In few words: it is a bunch of corruption.
We got without a president during some weeks because of that (actually we still are without one, because he is completely idiot). He found a way to come back, and now I don't know what is gonna happen.
They said a new election would happen last month, but once the president is back, I think this idea was put away.
As for the ban from Fifa, I really dont believe on it. It is easier Fifa does something similar what IOC does with Boxing than banning one of their biggest brand.

20 years later, Brazil is out of Men's Tournament. But, what we can expect when we don't have even a president.
Btw, the same president who got the worst results in our national team, in all divisions, in the history!

It was painful watch this game. Our team couldnt even oass the ball correctly.
We had a lot of cuts of athletes for so many reasons. We have juch better players than those who competed, but they wont allowed by their teams or got injured.

Kennedy was the only player doing anything.
Overall, Brazil was missing way too many players to play any decent football (but so was ARG, to a degree).
If Scaloni is the coach and the best possible eligible players are present (big if) it shouldn't be too difficult to win a medal taking into account how many big teams failed to qualify.
