That player would play in singles and the top 10 becomes top 11. The whole point is to have 86 men and 86 women compete.

If a nation earns a quota in both the team and doubles then the player competing in the doubles must compete in the team event. To keep things simple, currently 4 men and 5 women will qualify through the world rankings, but that could increase up to 15 depending on the overlap between mixed doubles and the team or single qualifiers.

I think the NOC gets to pick which quota to decline. In a logical world they would keep the event in which they ranked higher, so Israel keeps sprint while Suriname keeps keirin. However, they are ranked similarly in both so I wouldn't be surprised if both choose to keep the same event. I imagine there will be a lot of lobbying from nations on the edge for them to pick the other event.
