That is correct, unless Ukrainians save their team with 5.1 clause. Maybe they already did that. We just can't confirm right now, as the list of MER athletes hasn't been updated for some weeks.

So... Hamcho has topped the Group F qualification in the end. He is a guaranteed qualifier.

 

Bisharat is provisionally qualified too, but he could sitll miss out if Qatar failed to get their MERs.
