Isn't voting for citizens, who - one can assume - are supposed to speak or at the very least understand the language of the nation they're a citizen of? Say war breaks out here and I'd be forced to flee to Uzbekistan, I wouldn't dare think I can become a citizen without speaking the language or vote without being a citizen..
