There still a chance for the race today, apparently they are searching for some alternative solutions, maybe the start will be only delayed

Just give every athlete a stopwatch, tell them to press start when they start and stop when they cross the finish line, let officials write down the times, drive them by car to a place with some internet/power, and we have results 

 

And if it gets too dark, give the athletes flashlights. Come on people, think in solutions, not in problems.

Nah, have it as in 1960 Winter Olympics official film. They had two analog clocks, one at the start and one at the finish.
