That is correct  If Jaque had for example been sick and couldn't start (or had a bad race), Brazil would have had no ticket and the whole thing would be over by now.

Top-4 from both heats plus the two fastest losers. That's way better than the World Cup format.

This rule is only due to the war, weather. Because the second semi final could have a much slower course.

It is going to be crowded on course. They should at least for men divide teams into 3 groups.
