Yep, although Belov was definitely the one who shut the door in a fashion that would get you a penalty in other sports. Belov defended too aggressively, Chervotkin attacked too aggressively, I guess the latter mattered more for the judges. Bit unfair, but sure. . Well, all the on-track incidents would be no more than a routine yellow card. It was his actions after the finish that got him a straight DSQ. It must have been a push that wasn't shown, because right after the finish Belov tapped his shoulder (presumably to apologize) and he just shrug it off a bit harsher than one normally would.
