No, Mollaei is already in Rio preparing for his competition, they probably gave Khojasteh's spot to someone in another weight, re-allocation in Judo works this way, they give the spot to the next eligible Judoka, no matter from which weight

The withdrawal was due to an injury according to an article that came out today
