Not sure how it's for the ice sports federation, but as for the snow sports one in Brazil, funding is even a huge problem in the Olympic season itself, where athletes have to pay a certain - large - amount for the season (to the national federation), which can be made smaller by reaching certain criteria.

So yeah, it's understandable to not see them as much as those of the big nations.

Yes, that's true. I don't know about other athletes, but even this past 6 months, Isadora needed about US$ 8 thousand monthly for training, but received US$ 5 thousand from the federation and other resources - hence the crowdfunding, which she was trying to reach US$ 5 thousand to get her through the last months. Then Olympics goes by, and there's a huge drop in funding.

For snow sports, the federation has a budget of half a million a year, and for ice sports, a little less than that. So 1. they can't really support a huge number of athletes (and by "support" I mean pay some of the expenses); 2. if you're gonna be a winter athlete, just know that eventually you'll have to put your own money if you want to go to some competitions.
