What will happen to them if they failed? Is there a higher chance of not sending the relay teams in the men's and women's 4x100 m freestyle to Rio? The Japanese federation could add them if they want to. Overall they need to do something, they technically have 15 relay only swimmers, but they have only 12 quotas to use for relay only swimmers so they will either have to give some of those swimmers individual events or get qualified individual event swimmers from other events to swim those relays.
